Surrey Takes Key Step Toward Opening New Medical Clinics

City council has approved a framework agreement with Total Life Care Granville Medical Inc. (TLC) that will advance the delivery of two new medical clinics in Surrey. The agreement establishes the governance structure, roles, responsibilities and principles that will guide the delivery of Surrey’s Community Medical Clinics Initiative, aimed at increasing the number of family physicians and attaching residents to long-term physician care.

Surrey, B.C. – City council has approved a framework agreement with Total Life Care Granville Medical Inc. (TLC) that will advance the delivery of two new medical clinics in Surrey. The agreement establishes the governance structure, roles, responsibilities and principles that will guide the delivery of Surrey’s Community Medical Clinics Initiative, aimed at increasing the number of family physicians and attaching residents to long-term physician care.

“Today’s decision allows the City to move forward with an experienced healthcare operator while

ensuring that Surrey residents remain the priority,” said Mayor Brenda Locke. “This framework sets the foundation to bring new clinics online, increase primary care capacity, and support better long-term

health outcomes for our community.”

Surrey currently has approximately 59 family physicians per 100,000 residents, substantially below comparable metropolitan areas. As the population continues to grow, the City is taking a proactive approach to help expand access to family physicians. Under the framework agreement:

  • TLC will lead clinic planning, staffing, regulatory compliance and day-to-day operations, ensuring the City does not assume responsibility for medical service delivery or operational risk.
  • Clinics will prioritize attaching Surrey residents to long-term family physician
  • A limited walk-in component will be offered to support urgent and episodic care
  • Future collaboration with Simon Fraser University’s School of Medicine is intended, allowing potential development of teaching clinic sites.
  • A revenue-sharing model will help offset municipal costs associated with clinical space and

Council’s approval follows a competitive procurement process conducted in 2025 and subsequent

negotiations with TLC, the successful proponent tasked with establishing and operating the first two community medical clinics.

City staff and TLC will now begin finalizing site identification and advancing lease negotiations. Staff will then bring forward a report to Council seeking approval of proposed lease agreements and outlining associated costs. The first two clinics are anticipated to open in fall 2026.
